The ADA requires an assistive listening system in any assembly area where audible communication is central to the event, but only if the event uses audio amplification in the first place. If your speaking stage or concert stage is running a PA system, mics, or a sound board, that requirement is triggered. Under the ADA's 2010 Standards, assistive listening systems "shall not be required where audio amplification is not provided," except in courtrooms (ADA-Compliance.com, Section 219 and 706).

A silent poster session doesn't need one. A graduation ceremony, awards banquet, corporate keynote, or concert with a live mic does.
